How do I get a Restricted Electrical Licence in Victoria?
Energy Safe Requirements
To determine if an applicant is eligible for a Restricted Electrical Worker’s Licence, Energy Safe has several requirements:
- Creation of a user profile in ESVConnect to complete the eligibility checker and gain a letter for course acceptance if appropriate
- Successful completion of the UEERL0004 or the UEESS00133 Skill Set licence course conducted by a Registered Training Organisation
- Successful completion of an independent practical assessment conducted by an assessment centre approved by Energy Safe
- Evidence of a demonstrated need for the licence, that is: an employer support letter (or self-written letter if self-employed) detailing:
- the tasks to be undertaken as a result of holding the Restricted licence
- the tasks that are required for the applicant to undertake their primary trade
- the equipment and components that will be disconnected/reconnected
- the voltage that is applicable to the equipment.
Can I install new wiring or power points with a Class 2 Licence?
No. The REL Class 2 Licence is restricted to “like-for-like” replacement and maintenance tasks.
You cannot install new circuits, alter switchboards, run new supply wiring, or perform general electrical contracting.
What is the difference between the Class 2 and the Class 1 Licence?
Class 2 or Class 1?
- Class 2 (Disconnect / Reconnect): Sufficient if your work function requires you to disconnect and reconnect like-for-like equipment relevant to your primary trade or work function, for the purpose of repair, replacement, or maintenance of that equipment.
- Class 1 (Fault Finding): Required if your work function includes fault finding. To be awarded a Class 1 REL, applicants must demonstrate to Energy Safe they are duly competent to undertake fault finding by successfully completing UEERL0005 in addition to either UEERL0004 or the Skill Set UEESS00133.
A Class 1 licence includes all the functions of a Class 2 licence, with the addition of fault finding. As such, you must already hold, or meet all the requirements to be able to apply for a Class 2 licence, to be able to apply for a Class 1 licence.
What does ESV find acceptable for “In-House Training”?
If you do not hold a qualification that is a Cert III or better and are relying on In-House Training for your Licence application, it is best to contact ESV directly to see if they find that acceptable.
You can email them at licensing@energysafe.vic.gov.au or call them at 1800 815 721.
Do I need prior electrical qualifications before enrolling in the REL Class 2 or REL Class 1 Courses?
No. You do not need any formal electrical qualifications, but you must hold a recognised primary trade qualification or demonstrate suitable industrial experience.
You will also need to complete a pre-enrolment language, literacy, and numeracy (LLN assessment).

What is ETA RTO’s pass rate for the ESV Assessment?
Answering that is a lot like a parent or mentor taking credit for your successes and blame for your failures. We do not post these statistics as we feel they would be misleading and disingenuous to use for advertising purposes.
What we CAN promise you is that with a maximum of 4 participants per session (vs. 10 or more at our competitors), you will get far more individual attention with us, giving you a much better chance of success in your ESV Assessment.
I am really far away from Melbourne. Are there more flexible arrangements available for your courses?
Yes! We often make special arrangements for those coming from far away.
Contact us at 03 8409 2198 or info@etarto.com.au to explore your options.
Where can I stay if I am travelling to attend the course?
Mantra Hotel has an amazing discounted offer for our participants coming from further away.
Located at 250 Cooper Street, Epping 3076 (a 20-minute walking distance or a 5-minute car ride from our training facility), Mantra Hotel is the closest accommodation for your convenience.
If this is something you require, make sure to speak with one of our staff members upon registering for your course.
Do you offer RPL?
As an RTO, we are legally obligated to offer an RPL pathway for our courses. This can be an expensive option due to the amount of time we need to spend on the verification of evidence and reassessing any evidence that you present which is not current. We recommend doing the short courses, as it would be more time efficient and cost effective vs RPL.
We do, however, have a simple and standardized RPL process for those caught up in the latest UEE training package transition and now cannot enrol in UEERL0005 because your UEENEEP010A through UEENEEP015A has been “Deleted” rather than “Superseded and Equivalent to”.
